POLICE SPECIALTY ASSIGNMENTS

Extensive background in major event operational planning including VIP visits, demonstrations, special events, and major conferences. Also received tactical weapons and command training including certification as a National Incident Commander maintained until retirement from policing in September 2002.

LEADERSHIP, MANAGEMENT & COMMANDER ROLES

2003 Director Learning & Information Services, Justice Institute responsible for management of the Division and personnel from IT, Library, Video Resources and Building Operations.

2003 Program Manager Courts Academy assigned to manage program implementation and development of staff roles within Courts Academy.

2000 - 2003 Director Public Safety 2010 Bid Corporation and Chair Health Services, Safety and Security Working Group. Led the working group and prepared research materials for the Applicant City Questionnaire, Candidate City Bid Book and Evaluation Commission presentations. Prepared detailed submissions for security budget of $175 million. Brought the security funding for the working group in under the budget.

1998 - 2002 Chair City of Vancouver Emergency Operations Centre Implementation and Emergency Planning Committee.

1998 - 2002 Managed and commanded Vancouver Police operations the Vancouver Celebration of Light annual 4-night fireworks festival in Vancouver, over the five-year period, while Inspector in Charge Emergency & Operational Planning Section. Responsible for deployment of personnel and overall command of event and the policing budget.

1996 Vancouver International Aids Conference Security Coordinator & Incident Commander responsible for overall security operations and deployments. Prepared and administered police costs of $60,000 coming in under budget for project.

1996 - 1997 Managed APEC Coordinating Team and Deputy Director Security APEC Canadian Coordination Office. Co-Chaired the APEC Working Group and coordinated the planning and managed the budget of 1.2 million bringing the Vancouver Police operations in under estimate.

1994 Chair Security Committee BC Games for the Disabled responsible for implementation of security plan and coordination of site security during one-week event.

1993 Vancouver Police Site Commander for Vancouver Yeltsin/Clinton Summit. Prepared the operational plan for deployments of personnel to Canada Place and supervised site security during the event.

1993 - 1996 Coordinated the planning for the Symphony of Fire annual fireworks festival including managing the budget for policing. Supervised each evening's deployments while Staff Sergeant 2 i/c Operational Auxiliary Section of the Vancouver Police Department.

1993 Chair & Coordinator BC Crime Stoppers Conference Committee. Coordinated the overall operations of conference including sponsorship and finances. Developed agenda and registrations procedures for this conference being the first such in British Columbia bringing together all the other programs in BC. Managed the budget and came in under budget.

1991 Chair Visible Minority Recruiting Committee. Set up initial meetings of this committee to assist Vancouver Police on issues surrounding the recruiting and hiring of minorities. Developed the terms of reference for the committee and reporting structure to management.

1987 Vancouver Police Coordinator for the Royal Visit to Commonwealth Heads of Government Meeting. Developed Royal Visit operational plans including deployment of personnel and resources. Coordinated operations during the visit in conjunction with the other visits of Commonwealth Leaders. Recognized by Prime Minister.

1986 Vancouver Police Coordinator for Vice President George Bush visit to EXPO 86. Prepared operational plans including the assignment of personnel to site and escort responsibility. Supervised the operations during visit and received recognition from Vice President George Bush for this role.

1985 - 1986 Prepared the traffic management plan for the Vancouver World EXPO site in conjunction with City of Vancouver. Coordinated and planned numerous visits of dignitaries to EXPO 86 and was recognized by Premier Bill Bennett for role played throughout EXPO 86.

 

 

TRAINING/LECTURE EXPERIENCE

2003 Instructor Level 200/300 Incident Command System - Justice Institute Emergency Management Division.

2003 Member of National Speakers Bureau. Subject matter Major Event police planning.

2002 - 2003 Instructor with Life Role Development Group - Interactive Leadership and Coaching Courses

2000 - 2003 Member of Justice Institute International Faculty developing curriculum for Site Security, Crisis Management and Operational Planning for members of the Abu Dhabi Police in the United Arab Emirates.

2001 - 2003 Developed curriculum for Sheriff Service prisoner escorts and delivered seven separate escort-training courses to Deputy Sheriffs.

2001 - 2003 2010 presentations to Whistler Chamber of Commerce, RCMP Senior Management Committee, Vancouver Police Board, Vancouver City Council, Pitt Meadows Council, Maple Ridge Council, ASIS Pacific Chapter, Regional Emergency Planning Committee, Emergency Preparedness in Industry group.

2002 Delivered presentation to the World Conference on Disaster Management, Toronto, Ontario on Major Event Planning.

2001 Prepared a presentation paper on Crime Prevention (Role of Auxiliary Policing) and presented to UAE Crime Prevention Conference in Abu Dhabi.

2000 Prepared a presentation on crime prevention in Canada for the Japanese Department of Foreign Affairs and delivered it in Tokyo to 50 members of their travel department.

1999 Presentation to the Victoria Police Department on Major Event Planning and intelligence-lead threat assessments.

1997 As part of the preparations for APEC 97 conducted training for site security and dignitary protection to over 700 members of the Vancouver Police Department in conjunction with other instructors.

1989 - 1991 While Sergeant in Charge of Greater Vancouver Crime Stoppers Program delivered over 50 presentations to community groups and conferences detailing the program and its activities and benefits.

1985 - 1986 VIP Security Course for Vancouver Police in advance of EXPO 86 and coordinated the training of over 100 members.

1980 - 1982 Developed curriculum for accident investigation training including skid testing. Provided expert evidence presentations in court on speed estimates and skid mark identification.

1977 - 1980 Police Training Coordinator responsible for development of curriculum for recruit orientation training, Reserve Force training, internal training programs, roll call training, and civilian employee training. Developed and delivered an Effective Presentation program for civilian communications operators
